SPR was commissioned to advise the Tasmanian Government on a strategic pathway to carbon neutral government operations.
This project began by setting out the fundamentals of carbon neutrality – definitions, relevant national and international protocols, the strategic context, and practices in other jurisdictions. It then provided detailed guidance on the relevant carbon accounting principles, evidentiary requirements, and boundary and scope issues. It reviewed the business case forc arbon neutrality and least-cost planning. Finally it recommended a staged and progressive timeline and process for implementation.
