Commercial Buildings Energy and Emissions Model

SPR was commissioned by DCCEEW to develop and deliver a modelling tool to estimate the energy and emissions savings associated with a wide range of potential policy options in the commercial buildings sector to 2050.

The modelling tool SPR developed offers the choice of three baselines: ‘business-as-usual’, the Australian Energy Market Operator’s (AEMO’s) Progressive Change scenario, and AEMO’s Step Change scenario, all based on the then-current 2022 Integrated System Plan. Against these baselines, the model calculates energy and emissions savings associated with different options for energy performance requirements under the National Construction Code, universal mandatory disclosure of building energy/emissions performance, minimum energy performance standards for existing buildings, mandatory Commitment Agreements for new offices, retail, hotels, warehouses, and cool/coldstores. The model also calculates the cost of delay associated with deferred implementation of measures.
