Cost Benefit Analysis of Adopting Section J of the NCC in the Northern Territory

Northern Territory Department of Infrastructure, Planning and Logistics - 2022

Prior to this project, the Northern Territory applied energy performance standards for commercial buildings in line with BCA 2009, rather than the (then) 2016 or 2019 provisions adopted nationally. This assessment provided rigorous analysis, using archetypes, construction methods and materials, and economic conditions, appropriate to NT’s circumstances. SPR’s role within the team was to undertake the benefit cost analysis. We were able to show that alignment with national standards would be both practical and cost-effective, reducing energy costs for the commercial building sector, while also reducing peak system loads and greenhouse gas emissions.  The new standards were adopted in the NT from 1 October 2023.
