The not-for-profit, 350.org, commissioned SPR to undertake a comprehensive impact assessment, for all local government areas in NSW, of the potential for NSW LGAs to ban new gas connections for residential and commercial buildings on human health and safety and economic grounds. This impact assessment offers a convincing case for banning new gas connections at the local level in NSW, following independent research highlighting a range of health concerns associated with gas use indoors, and separate advice that councils have the legal authority to implement such bans, even in the absence of State Government action. The research detailed the residential and commercial building stock in NSW, mapped the extent of the gas distribution network by LGA, estimated the potential energy and greenhouse gas emissions savings, and calculated the value of energy bill savings, by LGA and in total for NSW. This work has been presented at multiple on-line workshops, some attracting over 200 local government attendees. At last count, 13 LGAs in NSW had implemented or are implementing bans, with many attributing this in part to the clear economic advice offered by SPR.
